Mr. Whitlock served in various positions in Drumright, Mustang, Owasso, Coweta, Collinsville and Eufaula. He is a 1990 graduate of Oklahoma State University with a Bachelor of Arts in Political Science and a 1992 graduate of the University of Oklahoma with a master’s degree in public administration. He was the first City Manager in Oklahoma to obtain the “credentialed manager” designation from the International City/County Management Association and was also previously selected as the Oklahoma City Manager of the Year by the City Management Association of Oklahoma. Mr. Whitlock is a Past President of the City Management Association of Oklahoma, a member of the International City/County Management Association, the American Society for Public Administration, as well as numerous other municipal and civic organizations.
David Weatherford assisted with the formation of OMMS and provides legal support to OMMS by developing contracts, policies and procedures for the organization. For this project, Mr. Weatherford’s role will involve review and advice concerning the hiring process and terms, as well as review of the applicants and their qualifications. Mr. Weatherford has a law degree from the University of Tulsa and has been practicing law since 1982. He began as a City Attorney in 1988 in Coweta, Oklahoma serving for many decades. Mr. Weatherford is currently the City Attorney for the City of Sand Springs, Oklahoma, Town of Mannford, Oklahoma and the Town of Mounds, Oklahoma. He has been to more the 1,500 city council meetings during his tenure, providing City Council Training in more than 150 cities and towns across the state. Mr. Weatherford is a 2018 Inductee into the Oklahoma Hall of Fame for City and Town Officials.
Tamera Johnson served as Deputy Clerk for the City of Woodward in 2001 and served as the Human Resources Director for the City of Shawnee until 2018. As a certified HR professional, Johnson is committed to advancing the profession, and oversaw all employment, benefits, retirement and union negotiations during her tenure. Mrs. Johnson is creating and managing a statewide database for municipalities, while also assisting cities and towns with HR and employment issues.
With a degree in Public Relations from Oklahoma State University, Aubrey Weatherford has more than 10 years of experience in communications and association management. Ms. Weatherford has traveled the state with the Oklahoma Municipal Assurance Group (OMAG) to assist in City Council training and currently works with six cities across the state to provide social media management and external communication. She manages all aspects of communications for OMMS.
Randy Ewing, Management Consultant
Mr. Ewing served as City Manager in Jenks, Oklahoma for more than twenty years, with a combined 40 plus years in municipal government. Mr. Ewing is a 2014 Inductee into the Oklahoma Hall of Fame for City and Town Officials and he received the Oklahoma Municipal League Don Rider Award in 1996.
Steve Garrett, Circuit Rider
Mr. Garrett served as Community and Economic Development Director for the Eastern Oklahoma Development District and as Town Administrator for Mannford, Oklahoma at the start of his career in city management. For the past twenty-one years, he has served in City Management positions in Kansas and Missouri. Mr. Garret is the Circuit Rider City Manager for the Northeast Region of Oklahoma, including Nowata, Adair, Ottawa, Delaware, Craig, Cherokee, Mayes and Sequoyah counties.
