Oklahoma Municipal Management Services (OMMS) is a statewide interlocal cooperative organization formed by the cities of Harrah and Mustang in July of 2018. Since then, cities and towns across Oklahoma have joined. Our goal is to meet cities and towns where they are, and provide real solutions to everyday problems. Whether you are looking for management assistance, HR guidance, economic development, review of operations or social media management, we can assist. We also want to help municipalities benefit from shared services, connecting you with valuable resources. Made up of long-time city officials, we are here to provide access to solutions!

Membership is for municipalities. OMMS Member Cities/Towns pay an annual membership fee that covers the basic member benefits listed below.

Member Benefits

Administration

OMMS has partnered with the City Management Association of Oklahoma (CMAO) by working towards providing a regional administrator for each region of the state.

Members benefit from a standard Town Administrator Contract which has been approved by the OMMS and CMAO Board of Directors.

OMMS will assist members with facilitating shared service or interlocal agreements.

OMMS provides many resources publicly on our website and has implemented a networking program for members to reach out to each other for assistance, advice, and sample documents. We also host regional networking & training lunches.

Development Services

Public image, whether online or in person, is difficult for most municipalities. We can provide best practices guidelines on code enforcement by providing a sample code enforcement manual.

Economic Development

Statewide Sales Tax Database that allows OMMS to create reports that allow comparisons between your municipality and other comparable cities. OMMS has created this database from filed state audits and includes sales tax revenue, utility revenue, financial standing and other important information. This allows us to quickly provide detailed analysis.

OMMS is working with a number of partners to create real, viable economic development opportunities for cities and towns in the areas of retail and residential growth.

Emergency Management

As a part of the first OMMS Conference, we created a Crisis Response Checklist and Planning Guide based on real-world experiences from municipalities across the state.

OMMS will also be on-call to members during a crisis event.

Finance

OMMS has worked with the leading governmental financial expert in Oklahoma, Crawford & Associates, P.C., to create the minimal standard for municipal financial reporting for elected officials. This one-page financial report has been approved by the OMMS Board of Directors and the City Management Association of Oklahoma Board of Directors.

Governing Body

OMMS has created a standardized meeting agenda for cities and towns in Oklahoma to assist with Open Meeting Act compliance.

OMMS members benefit from an agenda review, as needed and as requested, and assistance with adhering to the standard.

Human Resources

Our OMMS HR Specialist continues to compile employment information from around the state. Member cities can request information on employment processes or resources at any time.

OMMS members have access to a Labor Database, City Manager and Town Administrator Contract Database, Model Employment Handbook and Sample Job Descriptions.

OMMS conducts an in depth salary survey for positions throughout the municipality.

Strategic Planning

OMMS can assist with facilitating long-range planning and goal setting for cities and towns, as requested.
